Technically, it is possible – the epoxy powder coating can be repainted with a suitable wet paint for metal, but the result will not be as high quality as the original powder coating. The surface needs to be sanded, degreased, and a primer applied before the final paint. I do not recommend repainting a chrome towel rack at all – paint on chrome does not adhere well and the result looks cheap.
